I’ve heard that said many times of politicians in the metaphorical sense, but this is the first time I’ve seen it in the literal sense.
(now that’s not quite the dignified language of The Law. Hereabouts it’s “living off the avails of prostitution”, which is a criminal offence for everyone except the actual sex trade worker her/himself, for whom it’s legal. )
