    I also didn’t realise that my headline was a bit of a pun. The original proponent of this measure was a certain Dr. de Cock (yes, truly!) and the UN official who is now promoting it is a Mr. Dickson (really and truly!)

    If I didn’t know better I’d say that this is an elaborate hoax.
